The Immigration Service requires submission of all filings and paperwork to a few regional service centers located throughout the country.  Filings are accepted only via FedEx, UPS or the U.S. Postal Service.  All communications with the Immigration Service are handled through those courier services.  Personal appearances at the service centers are prohibited.  Neither are phone calls permitted, even if only to clarify an apparent misunderstanding on the part of the Immigration Officer. Therefore, the attorney must not only know the law, but must also have the practical experience to “read between the lines” of a Request for Additional Evidence (RFE) in order to deduce what the Officer is misunderstanding, and to submit the documentation and legal arguments needed to best present the case.
